On October 24, 1995, rec.collecting.paper-money failed the standard Usenet "big 8" voting process (111 YES votes, 22 NO votes). To pass, it would have needed 100 more YES than NO votes (i.e. 11 more). The rules state that we can't try again for 6 months. Since the RFD was sent on August 28, this means we could send the next RFD on February 28, 1996. There will probably be discussions during February about whether we should do this.
