0.2. Rationale for r.c.paper-money

Right now, paper money collecting is included in rec.collecting.coins. The level of paper money related traffic is becoming a significant fraction of the total traffic in rec.collecting.coins and is increasing every month. Also, coins and paper are sufficiently different to belong in separate groups. Only a small fraction of the discussion includes both subjects. Since the vote in October was within 10 percent of passing, and since Usenet tends to grow at around 10 percent per month, there is a clear need for the group and a strong likelihood of passing.

There has been a paper money FAQ with *.answers approval since 1994 which now has 5 contributors who are regulars in rec.collecting.coins. It has more than 50 sections and has grown to 54,000 bytes long.

There is a large paper money collecting community around the world and a large number of organizations for collectors, such as the International Bank Note Society (IBNS), the Society for Paper Money Collectors (SPMC), the Latin American Paper Money Society (LANSA), and the Professional Currency Dealers Association (PCDA). Many of these groups have been in existence for decades. As Usenet continues to grow quickly, more and more paper money enthusiasts are appearing online.

The name rec.collecting.paper-money has been chosen over other viable names because it's easily understood by those outside the hobby, many of whom do not speak English as a primary langauge. It also tends to include those areas of collecting which normally are included in the existing paper money collecting hobby. It's also the name hobbyists often use to descibe the hobby.

This rationale and charter has already been discussed in news.groups, rec.collecting, and rec.collecting.coins. Several changes have been made based on comments via posts and e-mail from several people, most of whom are regular contributors to rec.collecting.coins.
